While tariffs on goods from Canada and Mexico have since been delayed until March, goods shipped from China prior to February 1st can avoid the duty upon arrival in the U.S. if they meet two specific conditions. This also would have been true for shipments from Mexico and Canada prior to the implementation delays. First, the product must have been “loaded onto a vessel at the port of loading” or have been “in transit on the final mode of transportation prior to entry into the United States” before 12:01 EST on February 1st . Second, the exception will apply “only if the importer certifies to CBP as specified in the Federal Register notice,” according to the order. On Monday, leaders of Canada and Mexico reached deals with Mr. Trump to delay the tariff rollouts by 30 days. The broad 10 percent tariffs on Chinese goods went into effect on Tuesday. In response to President Trump’s imposition of a 10% tariff on all Chinese imports, China has announced retaliatory measures targeting specific U.S. goods. Starting next Monday, China will implement a 15% tariff on U.S. coal and liquefied natural gas (LNG), and a 10% tariff on U.S. crude oil, large-displacement vehicles, and agricultural machinery.
The Federal Register has a few specific exemptions for China such as including Hong Kong in the tariff eligibility. Also for products of China, there is tariff exemption for goods laden prior to February 1st and arriving prior to March 7th
President Donald Trump’s executive orders implementing tariffs on China, Canada and Mexico, all share one detail that could help logistics managers save on last-minute costs: shipments in transit may not have to pay the duties. Duties will apply to “goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern time on February 4, 2025,” according to each order.

Import TEUs are down 10.79% this week from last week – with the highest volumes coming into Long Beach 15.4%, Newark 15.1% and Los Angeles at 12.3% In the first quarter of 2025, container volumes in the United States are expected to increase due to strong demand. However, supply chain challenges may arise due to potential tariff changes, geopolitical instability, and other factors. Factors that may affect container volumes in 2025 Q1:
Demand: Strong demand from the U.S. is expected to drive global container volumes up 5–7% in 2025.
Tariffs: Tariff increases as discussed earlier.
Fleet growth: The rate of fleet growth is expected to slow in 2025, with 6% capacity growth compared to 10.5% in 2024.
Implications for shippers: Increased volume could tighten capacity and drive-up rates. Shippers who don’t prepare accordingly may face challenging conditions.
